The most obvious thing to correct withthe install is the wire length - all wires are 'way too long! This isn't causing the low speed issue, but it can cause other major problems later.
First, put the ESC in front of the motor where the GPS is and shorten both the ESC and pack wires. Get rid of the jumper wire between the packs. Cut the three motor wires on the ESC and the three on the motor to about half their present length. Long wires mean several things - high resistance so less voltage to the packs, and high impedence which can damage the ESC, particularly under high loads.
Next, ditch the 'O' rings, then tape the hatch down. The hull is the radio box, you can pull out the one that's in there now if you want.
Still nothing obvous that's causing the low rpm.
The packs are wired in series as they should be, I have to assume it is something in the ESC or the transmitter. I don't know if programming the ESC can cause this as I don't have experience with that chinese ESC. It can be very frustrating to diagnose these issues from afar...heck sometimes it's tough up close!

As I've told u before, I've experience using this esc before, u need to play around with the cutoff voltage, why don't u change the cutoff to 3.0v/cell, if still the same speed, change it to 2.8v/cell. Im definitely sure it will gain speed. Just got back from the pond......first run it did the same thing.......23mph with a M445 prop
So I figured let's put in a different esc...I had my hextronx 120 with cooling.....first run was 43mph
So it the turnigy 180 not programed correctly
So I got excited moved to a 447 fiberglass 3 blade.........big mistake.......it melted the wires off the esc...its stinky toast and it puffed one of my flight power 2s

Sorry to hear of the damage.
The additional load of a 3-bladed prop is huge and if the boater does not understand prop loading he can get into trouble fast. That's one reason I seldom recommend 3-bladed props. Most times FE boaters are better off with two-bladed props.
You likely doubled the amp draw by changing to that huge prop - even the recommended wiring changes probably would not have helped.....

You may have seen this if you cruised my build thread, but this is how I have the ESC mounted. I used a small piece of plywood to raise the unit and then secured it with velco. Sorry about your ESC and Lipo...Attached FilesMike Chirillo

That is the Verizon boat. I have since removed the thru hull water pickup. I don't know why I even put it on. I'm running a 10XL 4s2p with a M545 I balanced myself. I got 43.5 out of her which is all I wanted for my son to learn with. Just ordered a B & S M545 from Offshore on Friday. I'm curious to see how much extra performance I get out of her. Your turnigy 180 can run much faster than that, just change the cutoff voltage. You'll see the different, this turnigy is a bit clumsy, if it detect your battery is not that good that what happen and the only way is to lowered the cutoff voltage just like I did before. Don't forget to use smaller prop, x637 would be a good start. Im pretty sure thats the problem. I suggest u try using 3.2v/cell, if still the same speed, u lowered some more till 2.8v/cell. Let me know if u have try it ok.
