I have designed a very large water jacketed outrunner just for these type apps. it will take a full size 42" ready to race boat to the low 60s with a 10s setup. Motors are $169 and have not been put up on the site yet. I am doing a conversion on a new Shockwave55 hull and all new gear.

650KV 8mm shaft and the motor is about the size of a pop can. 63mm stator. It will take up to 10,000 watts thats over 10hp
