if you had two identical boats both with 2000kv motors both propped to go 40 mph one on 4s and other on 5s would they both draw similar amps and have close runtime

No. It takes a certain amount of power (watts) to go a given speed. Volts x Amps = Watts. Runtime is relative to current draw, so obviously this would change as well.
