Yup, filed a complaint and everything with paypal.
They basically told me that i was SOL since the Chinese submitted a tracking code.
Tracking had nothing to do with the contents of the package.

Im pissed!

Took almost 2 months for the claim to finally be closed.

what company did you buy it from? Was it Swanghobby? I know them. I can "jack 'em up" for you. PM me your name and address, when you bought the item, etc., I'll email them directly. Not sure it will do any good but I'll try for you. They keep trying to sell me stuff as a dealer but after I pay the shipping, I may as well buy it on ebay with their free shipping! DOH!

Yeah that is a huge problem with PP. As long as the seller proves that "A" package was shipped it doesn't matter if it's a box of rocks to PP. I had a prop box shipped to me that looked like a 4 year old made it. When I demanded my money back I go no answer from the seller so I filed a complaint with PP and got the response that the package was received and there was nothing PP could do about it

That's why you put everything on a credit card. Then, if there's a problem, DO NOT WAIT for paypal's 'investigation'.

File your claim with your credit card company immediately.

one of the 180A, and 2 of the 180 heatsinks ( good spares dept ).
never failed in service or supply

180A are ok.
great on 4, ok on 6
thermals quick, quick to reset. bec is good.
NEED PROGRAM CARD.. nothing Tx set seems to work.
as a cheapie I consider them mid-top of the rank.
max 120krpm 2 pole
~150 cont all day every day when watercooled
200peak
