For what its worth my father used to be debt collector, an old trick he used quite often was to find the parents and call them asking for the son/daughter and mentioning the issue. Its amazing how helpful parents can be. Especially when they think their son or daughter could be looking at legal troubles. Would also be a way to verify the accident so we could help if the family really had a loss.
