Got my lipos in the mail today but one pack has a cell that is 30% lower than the rest. Have these been charged at all? Three cells are sitting at 4.0 volts and the last cell is at 3.83.

I haven’t charged them recently. One of your packs has never even been ran or charged

Ok I thought they were both sold as brand new packs? Anyway what do you want to do about the pack with the low cell? I can try to cycle it and see if the cell catches up but in my experience when a cell is this far out of balance the pack is probably no good.

It should catch up. Used just a handful of times. Should be ok

I didn't buy used cells, they were advertised as new so I expected new batteries. I am not even going to bother soldering connectors on this lipo to try it and see if it catches up or not. I have enough paperweights and don't need another.
