over sized tubing

So what is this peace of over sized tubing for that came in my impulse for
,didnt see anything in the manual about it

somebody said it was to hold the nuts on the tabs and fins to tighten them down easier.

I just read another thread and Darin says it goes over the battery bolt to keep the packs from rubbing on the threads ....cut to fit and stack for larger packs.
Everything I do I learn something new!
