New Mini-C filling the hull with foam and water sealing

From reading some of the treads it looks like a good idea to fill the hull with foam.
What exactly does it do for the boat?

Also, i gather that it is a good idea to seal the cover when using. How is that done?
Do i just run scotch tape along the perimeter? Isn't there are better way to waterproof the electronics for this type of boat?

htach tape,put foam in the hull so if it flips upside down it wont sink.
