Less voltage is rarely an issue..................unless you throw a huge prop on it. If you are going with a moderate prop, or one designed for the motor on 4s, you will be fine.
NEED PARALLEL CONNECTORS?? QUALITY 5.5MM, 8MM, 8 AND 10 AWG, GET THEM HERE: http://forums.offshoreelectrics.com/...est!&highlight=

You can't really run a motor on too low of a voltage, what prop and ESC are you planning?

Exact same thing I'm planning for a Lobster boat, same motor. Keep the prop size down and all will be good. No idea what my choice will be. No experience with submerged scale props.
If my boats upside down then who owns the one I thought I was driving the last two laps?

What would be a good esc for 2-3cell running? "water cooled" I need great proportional throttle control for this scale build.

The proboat 60A esc would be more than enough... and the unit is virtually waterproof to boot...

I'm not sure you can run the PB60a ESC on less than 12 cell nimh or 4s..........................

Yeah it's really a 4S ESC, I think you'll trip the LVC (if there is one)

No on the ESC, at least mine won't run on less than 4S. The LVC cuts in...

                      Try a SeaKing 60. http://www.offshoreelectrics.com/pro...ker-seaking-60

The new ESC that Pro Boat is selling for their smaller 2S-3S applications is this one:

It is officially rated for 2S/3S applications, has reverse, and has 12-awg wiring with 4mm motor lead contacts.

Also, of note... the smaller 2s/3S boats that have recently been announced (IM26-Brushless, etc.) will be powered by this ESC and the new Dynamite 1500KV 6-Pole power system (same specs as the current Miss Geico power system)...

If you need a really proportional throttle, I'd suggest something like what Jay suggested... the PB ESCs currently have a pretty "stout" startup speed...

"Stout" Darin, that made me laugh! WTF is that about? I have a really steady trigger finger, probably from years of shooting, but holy crap. Yeah, is that just from the peak voltage off the cells or what?

After about 5-10 seconds of juice drain, It is good, but if i have a friend drive any of my PB prowered setups, I have to drain power off the top or it is jittery to say the least. Or yes, "STOUT". (Or lets just say "sensitive")

But don't get me wrong, those ESCs are absolutely great! And I will not be changing them out, till I kill them)

I realy dont want to change my IM31. That thing is sweet just with a nice prop and cells! So what about the Seaking 60a esc? This Is just going in A Dumas 1949 Chris Craft racing runabout kit...
