I think the TP 4070 (3Y) version at 1440 kv would be about perfect.

One was tested in our club in a DF45MkII, but didn't perform as well as the two Neu options I listed. Good motor for sure, but the higher kv makes it fussy on props in the bigger boats. That's why I'm going for the 6d, or a Neu if I can stretch the budget.

There ya go! IMO for the $ TP is a great motor.

That kv would be a good choice for whats hes trying to do.

try to find a Herzog Hurricane they are great rough water boats, a castle 2028 on 8-10s and you will be very happy, a little bummed I sold mine!!

Maybe you could find a gas hull, then make it electric? I like this one at RCX:

If your running in waves all the time then you shouldn't have to care tooooo much on tuning.

Take a browse at AeroMarine. I've been eyeing some of the V hulls they have.
