It is called a thrust washer,,, you can find 3/16 thrust washers here on OSE and there are a few different types

I wouldn't use one unless youre running a wire drive or that Asian style 4mm flex with captured prop shaft. Otherwise, you need a gap between the drive dog and strut to accomodate for cable shrinkage.
