I run a similar 24" mono that I built, but run on 3s. I run a turnigy 3650-2300 inrunner with water cooling. 3s gets me to the mid 30's on a 38mm plastic prop and 4mm running hardware (chinese). Low amp draw also, everything is cool. 22 amp average amp draw at 34 mph (gps speed, timed run for average draw)

On my boat, I run a HKSS 35/40 amp esc.
$16 motor, get a cooling jacket, and around $12 for esc and then water cool it. ( I make a lot of my own stuff)
Another option would be to go with a small outrunner. The kv is a bit low on the mystery I use in my crackerbox, but I am getting high teens on 2s in a submerged drive and only pull around 12 amps. Look at HK on the 28mm turnigy outrunners, lots of kv choices. I use a 28mm -2350kv on my 1/16 shovel nose and it runs great on 3s, look for something in the 3000 to 3600 range. Also, no water cooling then, just run it! Good for a sport setup like you are looking for.
