I think it's a European hacker, I've read a lot of thread referring to them as thinking "they know it all" in the FE arena.

I like this reply, and its oh so true. I was reading on a euro forum where a guy was quoting John Finch (an american boating guru) when telling guys how to set up a mono trying to sound like he knew what he was talking about when I know for a fact the quoter has only been racing for 2-seasons LoL..
