If the 1800kv motor is too fast for you on 3s, why not try that motor on 2s first? It might bring you down to the right speed for your pond.
Or alternatively try a smaller prop first.
It could save you some money. And later on, when you find some bigger water, you can run it on 4s for some more speed.
785 has it right. For another alternative, a 2200 Kv motor (any of the above motors will work, the more expensive the more efficient) on 2S and an m445 should give you speeds around 20-25 mph with low amp draw. A more aggressive prop like an x648 might give ~30 mph. Is that slow enough for your pond? If I was buying a new motor I'd probably choose a 3674 or 4074 with a Kv around 3000. With the m445 expect speeds around 30-35 and a bit fewer amps than you saw running 3S.
