I have set the epa to max, rev. throttle and forward throttle and played with the throttle trims up and down a couple times. Still nothing?

I had problems setting my 3pm with my SV. Had to go to max throw on forward and to zero throw on reverse. Took a while to figure out but eventually got it to work.
