    Building stuffing tube ?

OK, sorry for the noob question - but here goes - does the teflon tube that houses the flex cable need to be glued into the stuffing tube? I noticed there was some gap between the teflon tube and the stuffing tube. Wondering if I should just shove a lot of grease in there intead to glue? thnx for any info.

No need for glueing or grease. You can put a piece of water or fuel line on stuffing tube and teflon liner like in this picture and it will hold it in place.

If you are using a teflon liner in your stuffing tube it should be a nice neat fit, but I usually still secure it with a bit of CA at the top.
If it as loose as you seem to indicate it is probably the wrong size and will leak water into the boat.
Try a different size liner or stuffing tube, or you can sometimes fit a length of shrink sleeve over the liner to increase the diameter.
