Motor/ESC Amps draw question.

What would have the higher amp load on an ESC, a boat that is running wetter and not turning up the proper RPM's(Not turning RPM's/Volt per specs), or a boat that is running correctly on the water and turning up higher RPM's(Closer to the correct RPM's/Volt)? Thanks for any input!

The first option would pull the most current as ampage increases as load pulls the motor rpm down.
