I believe this is a water pump, sure is affordable, my work for tugs and such.................

sorry, but that is not a pump, it is a pressure switch used to shut off a pump, before it over-fills the ballast tank/bag on a sub...
(specifically this sub)

all total, there are about a dozen parts that make up the ballast tank/bag, pump, controller and failsafe, totaling about $100.
