I agree, I played it back in slow motion and saw no one on the transom nor the stern. He was not pulled over for his driving....just infraction of someone on the bow...I think I heard him say transom....A water patrol saying this when he knows very well the difference is funny.... If not he needs to be off he water.
So hearing this I am looking on the swim platform for some dumb-a## that has been riding there at 70 mph
