    The champion of the Unlimiteds gets to use the U-1 everyone else picks their numbers as far as I know

    The letter is what class the boat runs in the number I believe is chosen by the boat owner

    They are assigned by the APBA ( American Power Boat Association) They are given to teams and or boat owners at time of registration of the boat. The teams can request certain number and the APBA can approve or deny the request. I'm Not sure how its decided of who gets what number. The letter designation before the numbers is dictated by hull and power of the boat. That is the class that boat will run under. Examples would be, U = Unlimited, UL= Unlimited Light.( Smaller hulls and less HP then Unlimiteds) The APBA websight would be a good place to search.
